I can't remember and can't find if there was a way of getting TTS4 information to Garmin Connect without going through Strava. My wife has been using TTS 4.23 and got a new Garmin watch for Christmas. It would be nice to upload the TTS information to her Garmin Connect account so all the fitness information was in one place.

Its manual but you can export at TCX from TSS and then upload into Garmin Connect via uploading the exported TCX file. I do that from time to time to upload CP20 tests (though I could just as easily manually enter my FTP). Regardless this will work.
